NOTICE OF PUBLIC HEARING
The Webster Office of Community Development (OCD) will hold a public hearing on Monday, October 22, 2012, at 6:00 p.m. on behalf of the Webster Board of Selectmen. The purpose of the hearing is to discuss a proposed grant application to the Massachusetts Community Development Block Grant (CDBG) Program, to report on the progress of current and recent grants, and to discuss local community development and housing needs and issues. Under a proposed FY 2013 Mini-Entitlement Program grant, the following activities are under consideration for funding within the Town’s designated Webster Center Target Area: Phase 2 reconstruction of Negus Street; funding for pedestrian improvements in the downtown and/or a first phase of construction for the Riverwalk along the French River; and/or other activities not yet identified. The grant application may include some or all of these activities, as well as additional ones.
The public hearing will also provide the public with an update on the progress of the Town’s current MA CDBG Program grants: FY 2011 and 2012 Mini-Entitlement Plan grants, as well as the recently completed FY 2010 grant. The hearing will also include a review of the town’s Community Development Strategy (CDS), a discussion of the Town’s unmet housing and community development needs, its recent and current efforts to promote and expand affordable housing, as well as opportunities for developing additional housing of various types that would be suitable to a range of incomes and household types. The CDS includes strategies for addressing a range of community development needs, on both a town-wide and a geographically-targeted basis.
The hearing will be held in the Irene Martel Conference Room, 1st Floor of Town Hall. Any person or organization so wishing will be afforded an opportunity to be heard. Suggestions for other activities to be included in the grant application may be made at the hearing or before the hearing in writing to the OCD. The Town encourages a broad spectrum of participation by residents and other interested parties in order to better understand and serve the needs of the community.
